The UK and US have established a key bilateral deal that will keep zero tariffs on UK medicine shipments being sold in the US market.

The Terms of the Accord

As part of the deal, the UK has pledged to raise expenditure on medicines through the National Health Service (NHS). This move secures that tariffs on these crucial goods will stay at zero for a period of the next three years.

This development is in response to previous threats to significantly raise duties on patented drug imports, with increases discussed reaching double the cost.

"This arrangement with the UK reinforces the international landscape for cutting-edge drugs and establishes long-overdue equity to American-British medicine commerce," a release declared.

Commercial Importance

Drugs represent one of the UK's most significant export categories to the United States, which is by far the biggest buyer for leading companies like GSK and AstraZeneca.

Trade data reveal that in the year prior to the third quarter, the UK shipped medicines valued at billions to the US. This value represented 17.4% of total UK exports in that timeframe.

"This agreement secures work, stimulates capital expenditure and paves the way for the UK to establish itself as a global hub for biotech and pharma," a minister remarked.

Key UK Commitments

The agreement involves several notable changes from the United Kingdom:

  • Price Threshold Increase: The UK will raise the affordability limit at which it considers new therapies to be prohibitively costly by twenty-five percent.
  • Higher Drug Budget: There is a aim to increase total public funding on treatments from 0.3% of the national economy to 0.6% over the following ten-year period.
  • Rebate Cap: The sum drug companies must refund to the NHS to prevent overspending will be capped at fifteen percent. Last year, refunds exceeded 20%.

Recent Tensions

This agreement follows a long-running tension between the drug companies and the British authorities over spending levels and NHS adoption.

This friction were heightened by assertions that US consumers were paying several times more for the identical medicines than consumers in the Britain and the EU.

Over the last 18 months, several significant manufacturing plans in the UK have been delayed or scrapped, while major investments have been pledged toward US facilities.

One official acknowledged that the NHS had to spend more on drugs, noting that its spending on drugs had decreased as a percentage of its overall budget over the last ten years.
